Julio is a Uruguayan sociologist that has been in the forefront of the movement towards the legalization of cannabis globally.
After a long standing career dedicated to social work and activism in Uruguay on May 2, 2011, Julio assumes the task of Secretary General of the National Drug Board of the Oriental Republic of Uruguay and participates in the process of innovation in the field of drug policies, including the coordination of the preparation of the bills that regulated the opening of the cannabis market. As part of this process he has given conferences and taught courses at research centers and universities in Argentina, Brazil, Chile, Colombia, Costa Rica, Ecuador, Spain, USA, France, Honduras, Italy, Switzerland, and Uruguay, among others.
In October 2014, he was elected Senator of the Republic of Uruguay as a substitute for the period 2015-2020. Since July 2015 he has been Director of Social Policies of the Departmental Administration of Montevideo
